Unlike in real world golf, PGA Tour Golf Shootout does not include penalty strokes. So, if a player takes their first shot and hits out of bounds, they would start again on the tee for their next stroke, and that next stroke would be stroke 2, not stroke 3.
This was an intentional design choice since players do not have the opportunity to make up for any shots out of bounds like they'd be able to do when playing golf in real life due to playing on a single hole each match.
